Pe\u0308rdite\u0308 n\u00eb dyert e Struktur\u00ebs s\u00eb Posa\u00e7me Kund\u00ebr Korrupsionit dhe Krimit t\u00eb Organizuar (SPAK) paraqiten ministra, kryebashkiak\u00eb, ish-kryeministra qe\u0308 kane\u0308 mbushur xhepat me parate\u0308 publike. Nga korrupsioni, Shqipe\u0308ria e\u0308shte\u0308 varfe\u0308ruar, shqiptare\u0308t emigrojne\u0308, nde\u0308rsa nje\u0308 grusht pushtetar\u00ebsh vazhdojne\u0308 te\u0308 sundojne\u0308 vendin prej 34 vitesh.<\/p>\n<p>Ne e dime\u0308 qe\u0308 ne\u0308 t\u00eb gjithe\u0308 bote\u0308n, shqiptare\u0308t jane\u0308 histori suksesi. P\u00ebrve\u00e7se ne\u0308 Shqipe\u0308ri. Nuk duhet dhe nuk do te\u0308 jete\u0308 me\u0308 ke\u0308shtu!<\/p>\n<p>Ne besojm\u00eb se vizioni pe\u0308r t\u00eb ardhmen, arrihet pe\u0308rmes pastrimit te\u0308 politike\u0308s nga korrupsioni dhe lidhjet me krimin e organizuar.<\/p>\n<p>Shqiptare\u0308t meritojne\u0308 nje\u0308 klase\u0308 politike qe\u0308 punon p\u00ebr t\u00eb zgjidhur problemet e tyre.<\/p>\n<p>Ata, meritojne\u0308 nje\u0308 administrate\u0308 publike me integritet, qe\u0308 vepron ne\u0308 she\u0308rbim te\u0308 tyre.<\/p>\n<p>Me k\u00ebt\u00eb q\u00ebllim, Koalicioni Euroatlantik do t\u00eb mbe\u0308shtes\u00eb pa asnj\u00eb rezerv\u00eb SPAK-un dhe do t\u00eb vendos\u00eb n\u00eb dispozicion t\u00eb tij, t\u00eb gjitha burimet financiare dhe njere\u0308zore q\u00eb i nevojiten.<\/p>\n<p>P\u00ebr ta forcuar edhe m\u00eb shum\u00eb luft\u00ebn kund\u00ebr korrupsionit, ne do t\u00eb nd\u00ebrmarrim k\u00ebto masa:<\/p>\n<ol>\n<li>Heqjen totale t\u00eb imunitetit te\u0308 deputete\u0308ve pe\u0308r t\u2019i hapur rruge\u0308 hetimit te\u0308 plote\u0308 nga SPAK;<\/li>\n<li>Veting te\u0308 politikane\u0308ve, sipas modelit t\u00eb vetingut ne\u0308 drejte\u0308si;<\/li>\n<li>Reformim te\u0308 KLSH-se\u0308, duke e shnde\u0308rruar at\u00eb ne\u0308 Gjykate\u0308 Auditi, ku:\n<ol>\n<li>ane\u0308tare\u0308 t\u00eb saj vetohen para eme\u0308rimit,<\/li>\n<li>kryetari zgjidhet nga Kuvendi me shumice\u0308 te\u0308 cile\u0308suar, bazuar ne\u0308 propozimin e opozite\u0308s,<\/li>\n<li>vendimet e saj te\u0308 jene\u0308 titull ekzekutiv, d.m.th. t\u00eb detyrueshme p\u00ebr zbatim.<\/li>\n<\/ol>\n<\/li>\n<li>Inspektoriati Kombe\u0308tar do te\u0308 reformohet duke u be\u0308re\u0308 vet\u00ebm 1 (Nj\u00eb) dhe do te\u0308 fokusohet ne\u0308 tre fusha prioritare: siguria ushqimore, siguria e she\u0308ndetit publik dhe siguria teknike;<\/li>\n<li>Aplikimi i ligjit antimafia, pe\u0308r verifikimin e kontratave te\u0308 koncesionit t\u00eb Partneritetit Publik Privat (PPP-ve) dhe t\u00eb partneriteteve strategjike.<\/li>\n<\/ol>\n<p>Me q\u00ebllim q\u00eb t\u00eb \u00e7lirojm\u00eb ekonomin\u00eb, t\u00eb rikuperojm\u00eb parat\u00eb publike dhe t\u00eb kthejm\u00eb besimin e njer\u00ebzve tek qeverisja, n\u00eb qeverin\u00eb e re ne angazhohemi pe\u0308r:<\/p>\n<ol>\n<li>Verifikimin e kontratave koncesionare, PPP-ve, dhe Prokurimeve Publike.<\/li>\n<li>\u00c7do kontrate\u0308 korruptive do te\u0308 anulohet.<\/li>\n<li>Kompania qe\u0308 gjendet me shkelje do te\u0308 pe\u0308rjashtohet nga procedurat konkurruese publike ose she\u0308rbimi publik pe\u0308r 20 vjet.<\/li>\n<li>Ne\u0308 arbitrazh dhe ne\u0308 gjykate\u0308, qeveria do te\u0308 mbrohet me klauzole\u0308n e korrupsionit.<\/li>\n<li>Moratorium nj\u00eb vje\u00e7ar, pe\u0308r te\u0308 rishikuar t\u00eb gjitha kontratat PPP-ve.<\/li>\n<li>\u00c7do gjetje abuzive, do te\u0308 raportohet ne\u0308 prokurori sipas ligjit Antimafia.<\/li>\n<li>Pasurite\u0308 e personave te\u0308 pe\u0308rfshire\u0308 ne\u0308 ke\u0308to kontrata abuzive do te\u0308 verifikohen,sekuestrohen dhe konfiskohen, pavare\u0308sisht ne\u0308se de\u0308nohen penalisht.<\/li>\n<\/ol>\n<ol>\n<li>Barre\u0308n e prove\u0308s e ka kompania private ose zyrtari qe\u0308 ka miratuar aktin.<\/li>\n<li>Miliarda euro dhe pasuri te\u0308 tjera te\u0308 zhvatura qytetar\u00ebve dhe shtetit shqiptar do te\u0308 gjurmohen, lokalizohen dhe do t\u2019iu kthehen qytetareve pe\u0308rmes <strong><em>Nj\u00ebsis\u00eb s\u00eb Zbulimit dhe Rikuperimit te\u0308 Pasurive<\/em><\/strong> e cila, do t\u00eb veproj\u00eb ne\u0308 \u00e7do cep te\u0308 territorit, por edhe jasht\u00eb vendit.<\/li>\n<\/ol>\n<p>[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Sundimi i Ligjit &#8211; SPAK&#8221; tab_id=&#8221;1742303304537-cf4d6def-7e81&#8243;][vc_column_text css=&#8221;&#8221;]<\/p>\n<h3>Sundimi i Ligjit dhe mb\u00ebshtetja p\u00ebr Struktur\u00ebn e Posa\u00e7me Kund\u00ebr Korrupsionit dhe Krimit t\u00eb Organizuar (SPAK)<\/h3>\n<p>Qytetar\u00ebt shqiptar\u00eb rraskapiten me vite n\u00ebp\u00ebr dyert e gjykatave. Mbi, 110 000 (Nj\u00ebqind e dhjet\u00eb mij\u00eb) dosje gjyq\u00ebsore jan\u00eb n\u00eb pritje t\u00eb shqyrtimit. Nes\u00ebr, n\u00eb qeverisje, ne do ta ulim n\u00eb m\u00ebnyr\u00eb drastike k\u00ebt\u00eb num\u00ebr.<\/p>\n<p>Ne angazhohemi se qeveria e re:<\/p>\n<ol>\n<li>Do t\u00eb heq\u00eb dor\u00eb, nga t\u00eb gjitha ankimet apo rekurset e b\u00ebra nga institucionet shtet\u00ebrore kund\u00ebr pensionist\u00ebve.<\/li>\n<li>Do t\u00eb heq\u00eb dor\u00eb, nga \u00e7do rekurs i b\u00ebr\u00eb nga institucionet publike p\u00ebr gjyqet e marr\u00ebdh\u00ebnieve t\u00eb pun\u00ebs.<\/li>\n<li>Do t\u00eb rishikojm\u00eb dhe zgjidhim administrativisht, \u00e7do proces gjyq\u00ebsor me pal\u00eb shtetin.<\/li>\n<li>K\u00ebrkesat p\u00ebr L\u00ebshimin e Urdh\u00ebrit t\u00eb Ekzekutimit do t\u00eb b\u00ebhen tek Noteri duke \u00e7liruar njer\u00ebzit dhe bizneset nga pritjet e pafundme.<\/li>\n<\/ol>\n<p>Rama me qeverisjen e tij, jan\u00eb b\u00ebr\u00eb penges\u00eb p\u00ebr funksionimin normal t\u00eb organeve t\u00eb reja t\u00eb drejt\u00ebsis\u00eb. P\u00ebrgjegj\u00ebsi kryesor p\u00ebr k\u00ebt\u00eb p\u00ebrkeq\u00ebsim \u00ebsht\u00eb Edi Rama dhe qeverisja e tij e korruptuar.<\/p>\n<p>T\u00eb p\u00ebrs\u00ebris\u00ebsh gabimet e kaluara, t\u00eb b\u00ebsh t\u00eb nj\u00ebjt\u00ebn zgjedhje sot, do t\u00eb thot\u00eb t\u00eb dish p\u00ebrfundimin e 4 viteve t\u00eb ardhshme: asgj\u00eb nuk do ndryshoj\u00eb madje do t\u00eb p\u00ebrkeq\u00ebsohet.<\/p>\n<p>Sot, Shqip\u00ebria p\u00ebrballet me probleme endemike t\u00eb cilat pengojn\u00eb zhvillimin ekonomik t\u00eb q\u00ebndruesh\u00ebm. Rreth 70% e bizneseve shqiptare ankohen se u \u00ebsht\u00eb k\u00ebrkuar rryshfet. Kjo parti duhet t\u00eb marr\u00eb p\u00ebrgjegj\u00ebsin\u00eb historike p\u00ebr moszgjidhjen, madje p\u00ebr katranosjen edhe m\u00eb tej t\u00eb problemit t\u00eb pron\u00ebs, duke filluar me ndjes\u00ebn m\u00eb t\u00eb thell\u00eb ndaj \u00e7do pronari. Por ndjesa nuk mjafton.<\/p>\n<p>Ne si forc\u00eb e djatht\u00eb besojm\u00eb tek prona dhe tek shenjt\u00ebria e saj. Mbi t\u00eb gjitha, ne besojm\u00eb se mbi 80% e pronar\u00ebve shqiptar\u00eb, q\u00eb sot nuk kan\u00eb letrat e pronave t\u00eb tyre n\u00eb dor\u00eb, jan\u00eb zinxhiri m\u00eb i r\u00ebnd\u00eb, n\u00eb qaf\u00ebn e ekonomis\u00eb s\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Imagjinoni nj\u00eb pronar q\u00eb sot i thon\u00eb ish-pronar q\u00eb nuk ia kthejn\u00eb pron\u00ebn, megjith\u00ebse \u00ebsht\u00eb e lir\u00eb.<\/p>\n<p>Imagjinoni dik\u00eb tjet\u00ebr q\u00eb ia kan\u00eb z\u00ebn\u00eb pron\u00ebn dhe i thon\u00eb se do ta kompensojm\u00eb me 3, 4, apo 5% t\u00eb vler\u00ebs s\u00eb tregut.<\/p>\n<p>Nd\u00ebrkoh\u00eb, q\u00eb edhe ai q\u00eb ia ka z\u00ebn\u00eb pron\u00ebn po k\u00ebshtu v\u00ebrtitet sa tek legalizimet, tek drejtorit\u00eb e titujve t\u00eb pron\u00ebs s\u00eb 7501-it.<\/p>\n<p>80 n\u00eb 100 shqiptar\u00eb nuk kan\u00eb letrat e pron\u00ebs. Nuk jemi n\u00eb mesjet\u00eb, jemi m\u00eb keq.<\/p>\n<p>Ky \u00ebsht\u00eb nj\u00eb problem q\u00eb shoq\u00ebrit\u00eb moderne e kan\u00eb zgjidhur prej 600 vjet\u00ebsh, e n\u00eb Shqip\u00ebri vazhdon t\u00eb peshoj\u00eb n\u00eb bilancin e ekonomis\u00eb komb\u00ebtare dhe n\u00eb bilancin e ekonomive familjare.<\/p>\n<p>Nuk ka reform\u00eb m\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr Shqip\u00ebrin\u00eb evropiane, se ta zgjidhim nj\u00eb her\u00eb e mir\u00eb, pasigurin\u00eb e pron\u00ebs dhe t\u00eb kthejm\u00eb n\u00eb nj\u00eb m\u00ebnyr\u00eb ose n\u00eb nj\u00eb tjet\u00ebr, 100%, pron\u00ebn tek i zoti.<\/p>\n<p>Fatura p\u00ebr t\u00eb kthyer vler\u00ebn e plot\u00eb pronar\u00ebve t\u00eb shpron\u00ebsuar nga regjimi komunist apo nga 7501 post-komunist, \u00ebsht\u00eb mbi 8 miliard\u00eb euro.<\/p>\n<p>Ne jemi t\u00eb vet\u00ebdijsh\u00ebm se pa nj\u00eb mekaniz\u00ebm q\u00eb zhbllokon k\u00ebt\u00eb situat\u00eb nj\u00eb her\u00eb e mir\u00eb, Shqip\u00ebria mbijeton por nuk mund t\u00eb zhvillohet.<\/p>\n<p>Sipas parimit \u201cUTI POSSIDETIS\u201d \u2013 \u201cASHTU SI\u00c7 \u00cbSHT\u00cb\u201d ne marrim p\u00ebrsip\u00ebr brenda 2 viteve t\u00eb para t\u00eb qeverisjes s\u00eb re, krijimin e obligacionit p\u00ebr pronar\u00ebt me vler\u00ebn e plot\u00eb t\u00eb tregut p\u00ebr t\u00eb gjith\u00eb pronat e shpron\u00ebsuara t\u00eb regjimit komunist t\u00eb pagueshme \u00e7do vit n\u00eb mas\u00ebn 1\/20, t\u00eb tregtueshme q\u00eb nga moment i emetimit, emetim me vler\u00eb t\u00eb plot\u00eb i obligacionit t\u00eb shtetit shqiptar\u00eb p\u00ebr t\u00eb gjith\u00eb pronar\u00ebt e shpron\u00ebsuar t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>P\u00ebr t\u00eb gjith\u00eb ata t\u00eb shpron\u00ebsuar nga regjimi barr\u00ebn financiare t\u00eb konsiderueshme por dhe zgjidhjen e problemit t\u00eb titujve sipas parimit <em>Uti Possidetis: <\/em>kush e ka e g\u00ebzon, kujt i \u00ebsht\u00eb z\u00ebn\u00eb do t\u00eb shp\u00ebrblehet me vler\u00ebn e tregut me obligacionin shqiptar p\u00ebr pronar\u00ebt.<\/p>\n<p>Dita kur kjo reform\u00eb e munguar do t\u00eb p\u00ebrmbyllet, \u00ebsht\u00eb dita e
